Founded in 1967 as the first special graduate school of a private university, Dongguk University's Graduate School of Public Administration has been a venue for experts in various fields, including politicians, government officials, and businessmen, to study together and obtain degrees.

Currently, Dongguk University's Graduate School of Public Administration has five departments: Public Administration, Security and North Korea, Social Welfare, Real Estate, and Global Trade. The experts produced through this curriculum are recognized as field administrators who combine practice and theory in public institutions and businesses.

Educational Goal

Public administration is a study that improves the welfare of the people and improves the quality of public work while harmonizing its basic ideologies, such as democracy, efficiency, rationality, effectiveness, and social equity. In particular, beyond the narrow expertise centered on theory, it aims for comprehensive expertise as a comprehensive academic, practical academic, and change management academic. Therefore, the Department of Public Administration aims to systematically understand basic knowledge and theories about administration as a whole to foster talented people with reasonable thinking skills to correctly understand social phenomena and predict the future.

For the purpose of basic theory education for public administration majors, the focus is on introducing the overall system of public administration and the contents of key issues in each field of theory.

It aims to understand the characteristics of the personnel administration system in Korea and major countries while learning the development of modern personnel administration and the concept and general theory of personnel administration.
공공서비스론 Public Service
It examines the production and supply method of public services, the quality management technique of public services, and the innovation strategy of public services, which are key outputs of government activities.
한국행정론 Korean Public Administration
It is a subject to examine the historical background of Korean administration and to analyze the operating system and major characteristic phenomena of Korean administration in order to properly understand the generality and specificity of Korean administration.
행정계량분석 Quantitative Methodology for the Public Administration
It is a subject for learning statistical theories and analysis techniques necessary for administrative research and administrative management. The contents of the main lecture include sample and sample distribution, statistical hypothesis verification, correlation analysis, variance analysis, regression analysis, and factor analysis.
공공정책과 거버넌스 Public Policy and Governance

정책평가의 이론과 실제 Policy Evaluation in Theory and Practice
It promotes a basic understanding of the concept of policy evaluation, the type of policy evaluation, and the theory and techniques of policy evaluation. In particular, by evaluating actual policies using policy evaluation techniques, problems related to evaluation in the Korean policy process are derived and directions for development are sought by promoting a link between theory and practice.

It analyzes the characteristics of the public sector against the private sector and explores the necessity and contents of audits caused by the characteristics of the public sector. Learn the types of audits, audit management activities.
지방재정론 Local Public Finance
As the role of local governments as living governments expands, it is important to finance local governments, manage expenditures, and understand the financial relationship between governments. Introduce and learn theories and systems related to local government financing, expenditure decisions, financial performance analysis and evaluation, fund management, and local government accounting management.
정부회계 Governmental Accounting

Citizens' participation in administration is expanding as the democratization of administration progresses and participatory governance is emphasized. 행정정보체계론 Public Management Information Systems
It examines various theories on the administrative information system (PMIS), which are different from the private sector's information system (MIS), presents the theoretical direction of the administrative information system in relation to the characteristics of the public sector, and considers related policies.

Administrative reform seeks evaluation of the existing administrative system to achieve the purpose of rational promotion of administrative capabilities and intentional and reformative changes in the administrative system according to the results. Government regulations are widely used as a tool or policy tool for government activities. It focuses on introducing theories and systems on the grounds and limitations of government regulations, economic regulations and social regulations, and presenting desirable directions for reform of government regulations in the future.
공공재무관리론 Government Financial Management
The purpose is to introduce the administrative activities involved in the government's budgeting and execution process. In particular, the emphasis is on introducing theories and systems related to public financial management activities in each field, such as preliminary feasibility evaluation for budgeting, tax administration, customs administration, procurement administration, and government accounting.
비교정책론 Comparative Public Policy
The purpose is to examine the role of government policy for economic and social development in modern capitalist countries and the cultivation of change from a comparative perspective. To this end, major theories related to comparative policy are summarized, and various policy status of each country are compared and analyzed through case analysis.
정책집행 이론과 사례 Policy Implementation in Theory and Case Study
Systematic and in-depth research on the enforcement process, which is a major factor that determines the actual performance of the policy, is very important. After reviewing the background, development process, and various execution theories of policy execution research, this course aims to improve understanding of the policy process through actual case analysis of policy execution.
지방자치론 Local Autonomy
In order to properly perform the composition of local governments and the management activities of local administration, it is necessary to secure the autonomy and autonomy of local governments. The main contents include the for-profit sector, the role, structure, and growth theory of public administration compared to the non-profit sector, public selection process theory, administrative officials, and political economics.
조직관리론 Organization and Management
The purpose is to comprehensively introduce the theory of organizational theory and administrative management. In particular, the establishment of new theories along with traditional theories is important for the practical application of organizational theory and administrative management theory, and lectures are focused on systematically learning new perspectives of modern organizational management through this course.
관료정치론 The Politics of Bureaucracy
The purpose is to analyze the political phenomena that are occurring in the process of operating the government bureaucracy. In particular, the emphasis is on introducing related theories and cases, focusing on government bureaucracy and interest group politics, competition and conflict between government bureaucracy organizations, politics of the budget process, and securing bureaucratic responsibility.
공기업경영론 Government Enterprise Management
Public enterprises are being used as a major means of performing the entrepreneurial role of the modern government. This course focuses on introducing theories and systems on the motivation for establishing public enterprises, types and characteristics of public enterprises, governance structure of public enterprises, management system of public enterprises, and privatization of public enterprises.

The purpose is to introduce an investigation methodology for empirical administrative research and to cultivate the ability to apply it to actual research problem analysis. Department of Security and North Korea

Educational Goal

It is training researchers who can pioneer in-depth research on North Korea and inter-Korean relations by acquiring expertise in politics, economy, society, and culture as a whole and transition to a peace system. At a time when the two Koreas are at risk of military tension and armed conflict, and distrust and dialogue between authorities have been cut off, society needs it for peace and development on the Korean Peninsula. Therefore, the goal is to cultivate experts in security and North Korean studies such as experts related to inter-Korean exchange and cooperation and unification demanded by society.

Department of Social Welfare

Educational Goal

The educational goal is to cultivate professional social welfare personnel necessary for the realization of a welfare society where all members of society can enjoy a human life. To achieve these goals, it not only raises awareness of social problems and social responsibility, but also educates values, theories, and practice skills that are the professional basis of social welfare policies and practices. This is to train experts in institutionalized welfare practice sites that can understand and solve various social problems in modern society.

사회복지개론 Introduction to Social Welfare
Understand the concept of social welfare, the value and ideology of social welfare, and the development process of social welfare. It also learns the research and practice methods of social welfare, policies and systems of social welfare, and major areas of social welfare practice, and examines the research prospects as an academic and practical prospects as a social system.
사회복지조사론 Research Methods for Social Welfare
We explore the formation of knowledge and practical application of scientific investigation methods for the knowledgeization of social welfare-related phenomena. To this end, we learn various research methods such as logical composition, conceptualization, organization, measurement and survey of social science knowledge exploration, Experimental Design, Single Subject Design, Field Observation, and Content Analysis.

To understand the knowledge of various elements of human behavior and social environment and their interactions, we learn theories that explain individuals, families, groups, organizations, and society. It also systematically learns the basic knowledge necessary to understand the process of human growth and development.
가족복지론 Family Social Work
In order to understand families that change according to various social conditions in modern society, we learn about family structure, family relationships, family functions, family life cycles, family problems, etc., and consider family welfare policies and service status. It also educates the target of family welfare services, assessment of family problems, and therapeutic approaches.
사회복지발달사 Medical Social Work
The goal is to learn and understand the knowledge and skills necessary for social work practice for patients in medical and health institutions. It also learns psychological, economic, and social factors that affect patients and their families, and identifies resources and opportunities for patients' functional recovery. In addition, we learn medical welfare systems and clinical practice methods related to pending issues in direct services and health administration.
사회복지윤리와 철학 Social Work Ethics
It briefly introduces the ethical conflict experienced in the field and discusses the ethical issues experienced by social workers when they intervene directly or indirectly with clients at the social welfare practice site. Based on a basic understanding of the code of ethics, each student is encouraged to have their own values and ethics suitable for practicing social welfare by discussing the need to understand the values of each social welfare subject to resolve conflicts wisely.
사회복지현장실습 Social Work Practice
It is a subject that shows the characteristics of social welfare education that differentiates it from education in other academic fields, and reflects the applied scientific aspect of social welfare studies well. Students shall be assigned to social welfare practice sites suitable for practical education so that they can receive at least 120 hours of actual education at social welfare institutions. Participate in the process of planning, delivering, and evaluating services, and learn practical tasks through the guidance of supervisors of social welfare institutions and the guidance of school practical professors. Students submit practical reports, and supervisors of social welfare institutions and school practical professors review and evaluate them so that students can improve their qualifications and abilities as social workers.

Basic knowledge of social welfare practice as a whole and basic knowledge of social welfare practice models for individuals, families, and groups are examined from an integrated perspective. The basic philosophy and values of social welfare practice, an integrated perspective, social welfare practice relationship theory and process theory, practice models for each object of social welfare practice, and case management are reviewed.

In addition, we will analyze the current Korean social welfare policy and its problems through an understanding of the reference framework for analyzing the process, content, and effectiveness of social welfare policies.
사회문제론 Social Problems
The social welfare system learns how to theoretically approach and analyze social problems from the perspective of major social measures to solve social problems. It analyzes representative problems in Korean society, studies social prevention and solution measures, and conducts research tasks on social problem analysis.
아동복지론 Child Welfare
It fosters the ability of social workers to work in the field of child welfare by learning the theoretical background and practice methods to enhance their understanding of children and child welfare. It promotes an understanding of the concept and value of child welfare, the history, policies and systems of child welfare, services related to the object of practice, methods and technologies.
정신건강론 Mental Health
It focuses on learning basic concepts and basic theories about mental health. Learn the types of mental illness and criteria for judging mental disorders, and learn about the limitations of psychiatry. Therefore, in order to maintain and manage mental health, the justification for psychosocial intervention is found and the need for social welfare intervention programs and all necessary programs are comprehensively understood.

Learn the location, concept, and history of social security in a welfare state. Furthermore, the impact of the social security system on the national economy is understood through an understanding of the contents of various social security systems in developed countries and Korea, and the challenges and prospects of the social security system due to the retreat of the welfare state or neoliberalism.
교정복지론 Correctional Social Work
After understanding the concept and necessity of correctional welfare, the punishment system and correctional system are introduced, and the relationship of social welfare in the correctional system and program is studied, as well as the role of social workers and how to practice correctional welfare.
사회복지실천기술론 Skills and Techniques for Social Work Practice
It focuses on various practical skills, techniques, and guidelines that social workers must be familiar with to improve the social functions of individuals, families, and groups. In particular, through case studies and role practice, practical skills, techniques, and guidelines are applied to the object of practice, and the practice of intervening and evaluating in practice is emphasized.

As the basic perspective of the Social Welfare Act, the concept of the Social Welfare Act, the right to exist, the value and purpose of social welfare, and the general principles are considered. In addition, after identifying the process, scope, and structure of social welfare legislation, we learn the legal contents of each field of social welfare law in Korea. By understanding what legislation social welfare programs are carried out under, the ability to apply the contents of the law in social welfare practice is improved.
장애인복지론 Social Welfare for the Disabled
Understand and learn the current status and tasks of all theories and practice areas on the problem of the disabled and welfare of the disabled. In particular, it comprehensively deals with values and ideologies, disability issues, social services for the disabled, policies and systems, including the perspective of approaching disabilities. In addition, through this, it improves the practical ability as a social worker in the field of welfare for the disabled while maintaining a balance of the value, theory, and technology of welfare for the disabled.
산업복지론 Industrial Social Welfare
The significance of industrial welfare and the social phenomena derived from the industrialization process are analyzed in theoretical and practical aspects, and based on this, the legitimacy of the growth and distribution of industrial society is understood. As an industrial welfare program, the status quo and tasks of Korean industrial welfare are predicted by learning the methodologies of the state and welfare, corporate welfare, workers' independent welfare, and industrial social projects.
정신보건사회복지론 Social Work and Mental Health
